Give right of Enable File download link to selected Groups o

I am setting up the FTP on windows 2012r2. I need a way to give just a certain users or better groups the option of generating download links for specific folders of files.
If this will be possible I will make a big difference for us. As of now I have to give permissions to the folders for each user that needs to have access and removing it afterwards as the team that is managing the clients can’t have access to the Admin side.
