Event Manager not firing

running on Windows Server 2012 r2 ,
the batch files are not being run when an SSH / FTP / HTTP event occurs,
Examples:
D://batchFiles/wingit/ftpBannedIP.cmd" rel="nofollow when OnIPIsBanned
D:\batchFiles\wingit\ftpUpload.bat when OnFileUploaded
Write to Log does seem to work.
Worse comes to worse, is there a way to have LUA run the batch files?
