"OnFileDowloaded" event notification duplicated

Hello,
I noticed that for "OnFileDowloaded" events email notifications are duplicated.
For example after one weblink download we receive at the same time the following email:
1) User <WEBLINK> (IP address 192.168.10.78) downloaded AAA.zip from / a 0.000KB/s at Mon, 04 Sep 2017 09:53:27 GMT
2) User <WEBLINK> (IP address 192.168.10.78) downloaded AAA.zip from / a 0.152KB/s at Mon, 04 Sep 2017 09:53:27 GMT
When a file is downloaded by a logged user using webclient we receive only one email notificatiom
I suspect this is happening from 4.8.2 version onward in which there is the following change "Improvement - Treated weblink session as normal session, admin can manage it and view its statistics"

User %Name (IP address %IP) downloaded %FileName from %Dir a %ConAverageDownloadSpeedKBS at %CurrentTime
