Wing FTP Software

I having trouble configuring PKA setup for my users.

I generate KEY PAIRS for each of my users and registre the PUBLIC KEY FILE within the USER MANAGEMENT at the WING FTP SERVER. Tha I send the PRIVATE KEY to my USER, by how do the USER register the PRIVATE KEY and dos it function both when using the WEB interface and when using a FTP client. .

when I configure one user to only accept PKA the user is still allowed to login by using username and password.

can anyone explaine why ?
