I think is it the scanner's problem, you can see the result of "encryption_algorithms_server_to_client", only 3 ciphers existed, maybe the scanner also consider the result of "encryption_algorithms_client_to_server", then still 9 ciphers.
Anyway, we will consider to let "encryption_algorithms_client_to_server" has the same customized ciphers.
