How do I enable anti-hammering

I am presently running version 4.5.8 of Wing FTP Server and I am looking to enable the anti-hammering feature.
It is my understanding that this feature should be at the bottom of the Connection Limit tab.
The bottom of my Connection Limit tab is blank.
Is there another way of enabling this feature?
