User with only Download Permission gets a Upload Complete

We have a User with only Download Permission.

When he want to upload something, the file doesn't upload, which is right, but a message comes where it says, that the Upload is complete.

It doesnt upload file, but shows this message:

Your image is too small, I can't see it clearly. And on my computer, if I have no upload permission, I will get a warning message: Exception occurred when uploading file...

When i upload a file with standard upload(no flash) i become the same message as you.
But when i upload with flash(see picture above) i become a success message.
The File doesn't upload, so only the message is wrong.
Maybe a translation error i don't know. The message in green means Uploads complete in english.

OK, I see, this issue will happen when file size is very small, we will try to improve it.
