Wing FTP Server, Filezilla client - permissions not enforced

During the course of evaluating Wing FTP Server as an FTPS solution, it appears that permissions on folders are not preserved unless FTPRush is used as the client.

1) Set up virtual folder on WFTPS (Wing FTP Server) in test environment.
2) Defined user - Directory permissions HRL, Subdirectory permissions RWL
3) Connect via SSL FTP (AUTH TLS)
4) FTPRush and WFPTS versions current within last thirty days (evaluation)
5) Filezilla 3.7.0.2

When using the FTPRush client, the first copy of a given file is copied as expected.
Subsequent attempted transfer of the copy results in a "skip" (as expected)
Modification of the source and subsequent attempted transfer of the copy results in a "versioned" copy of the file (i.e. if original file is mystuff.txt, then modified transfer results in mystuff(1).txt)

This is satisfactory behavior.

However when using Filezilla client - and same connection type, if "overwrite" is selected on the transfer option, the file is overwritten (whether or not it is a modified version). Is this a known issue or potentially an incorrect setting on the server side?

The intent of the subfolder permissions was to create a "dropbox" - where once a file is dropped, it can't be changed or deleted by the ftp client. If they can circumvent the intent by using a specific ftp client, it compromises the purpose of the dropbox.

I think it is the behavior of the FTP client, is it related with Wing FTP Server?
